Ordering a SAP assessment / new build energy performance certificate is simple and straight forward.

All new build dwellings and some extensions, conversions and alterations to existing dwellings require a SAP calculation ‘pass’ for building control plan submission. This shows compliance with Part L and enables the proposed and completed dwelling to be passed by building control. Once the building is complete the SAP assessment will be amended to take into account any changes.
If a dwelling is being marketed off plan a PEA predicted energy assessment will be required. A predicted energy assessment (PEA) is simply the predicted SAP and CO2 rating of a property yet to be built. Upon completion of the property, the predicted energy assessment is replaced with an on-construction EPC (OCEPC).
